In compliance with the current EU legislation, which makes it mandatory for the buyer of a horse to execute the change of ownership within 30 days of the purchase, please be informed that it is crucial that the new owner requests the change of ownership from the PRE Stud Book (LG PRE ANCCE). It is of utmost importance that both buyer and seller take interest in this matter to comply with all legal procedures.
Nevertheless, to aid breeders in this task, the PRE Stud Book office has implemented a system by which the owner of a horse can report the sales/transfer of said horse by identifying the purchaser. Thus, the PRE Stud Book office will incorporate that report into its filing system and inform the new owner regarding the process to be carried out when requesting a Change of Ownership. The new owner will be informed about the importance of this matter.
The sales/transfer report may be carried out through the LG PRE Stud Book office by:
• Sending a letter, fax or email, together with the following documentation:
- Print out the removal report duly filled out and that is available on the LG PRE Stud Book web site (Statement to Remove a Horse Due to Sale/Transfer).
- Document proving the change of ownership (For example: ownership card, sales-purchase contract, transfer document, invoice….as might be the case), together with a copy of your ID, tax number (Passport or Driver’s License) of both the seller and the buyer.
• Private breeder zone in the section "removal due to sales/transfer." If you perform the process from the Private Zone, you must fill out all of the information requested as it appears on the screen and then attach the Document/s proving the change/transfer of ownership (For example: ownership card, sales-purchase contract, transfer document, invoice….as might be the case), together with a copy of your ID, tax number (Passport or Driver’s License) of both the seller and the buyer.
The removal of a horse from a stud farm is not official until the actual Change of Ownership has been made.
